Commercial and industrial sectors across Egypt and the wider MENA region face rapidly growing cooling demand, driven by rising temperatures, urbanisation, and cold-chain expansion. Yet the conventional capital-purchase model for refrigeration and cooling equipment is increasingly unable to meet this need: high upfront costs put cleaner and more efficient systems out of reach for many end users, leaving them locked into outdated equipment and exposed to rising energy and maintenance costs at precisely the moment those costs are becoming harder to absorb.
Cooling-as-a-Service (CaaS), a business model in which a third-party provider owns, finances, operates, repairs and maintains cooling assets in exchange for a service fee, offers a pathway to unlock efficient, low-carbon cooling without requiring end users to carry upfront capital cost or technical risk. Industrial and commercial clients can benefit from efficiency gains and energy cost reductions as well as outsourcing performance. In addition, development finance institutions such as EBRD are actively seeking a bankable CaaS project pipeline in the region.
This webinar will introduce the CaaS value proposition for the Egyptian market, in partnership with the Egyptian Green Building Council (EGGBC), and provide insights from Energy Partners Refrigeration, an industrial refrigeration provider, and the European Bank for Reconstruction and Development (EBRD), a financial institution actively exploring investment in energy efficiency projects in Egypt.
The SET Alliance works across markets (e.g., Europe, India, Southeast Asia, sub-Saharan Africa, Middle-East) to build the evidence base, and the capacity needed to scale CaaS. Alongside the Egyptian Green Building Council (EGGBC). SET can support market actors in structuring and de-risking early pilot projects.
Objectives of the event
This event is relevant for actors interested in the deployment of sustainable cooling solutions in North African and Middle East markets. For example industrial and commercial cooling users (e.g., manufacturing, healthcare, retail, food processing), real estate owners and developers, local and regional financiers, cooling and refrigeration equipment suppliers and service providers, government representatives, and international impact investors.
The webinar will:
- Introduce the CaaS model and its relevance to Egypt’s industrial and commercial cooling needs.
- Showcase a practical industrial-sector case study through Energy Partners Refrigeration (based in South Africa).
- Present the financing perspective and appetite of a development finance institution (EBRD) for CaaS projects in Egypt.
- Identify barriers specific to the Egyptian market (regulatory, financing, procurement) and begin mapping potential pilot opportunities.
- Strengthen the EGBC’s role as a local convening partner and build a pipeline of engaged stakeholders for follow-on technical assistance.
Meet the speakers
- Emma Wink, Sustainable Finance Specialist & SET Alliance Lead, BASE Foundation, will outline why CaaS matters for the built environment.
At BASE, Emma leads on efforts to scale Product-as-a-Service models for a more sustainable built environment. Her work spans programme and project development, market engagement, and grant facilitation. She holds an MSc in Sustainable Development.
- Moataz M. El-Dakroury, General Manager EGGBC, will set out why Egypt’s cooling market is ready for service-based models.
As General Manager of the EGGBC, Moataz oversees green building certification, stakeholder engagement, and policy development, helping accelerate the transition toward a low-carbon built environment in Egypt. In parallel, he contributes to international efforts on sustainable refrigeration through his work with the International Institute of Refrigeration (IIR).
- Samuel Jacobs, Executive Head: Business Development, Energy Partners (Refrigeration division), will share a practical industrial case study in service-based refrigeration.
As Energy Partners’ executive head for business development for the refrigeration division, Samuel holds a particular focus on Servitisation, Sustainability and Energy efficiency in cold chains. Samuel is also currently the chairperson of the Climate Ozone Protection Alliance (COPA), a global alliance initiated by the German Federal Ministry of Economic Affairs and Climate Action dedicated to reducing emissions from ozone-depleting substances (ODS) and hydrofluorocarbons (HFCs) through sustainable refrigerant management.
- Konstantinos Dimopoulos (Kostas), Associate, Climate Strategy and Delivery, EBRD, will present the financing perspective of a development finance institution active in the space, for energy efficiency projects including CaaS and focus on the Circular Economy.
Passionate about promoting sustainable design and energy efficiency in the built environment, Kostas currently supports EBRD’s strategy in the decarbonisation of the sector. He holds more than 15 years of experience as Senior Design Engineer and Sustainability Consultant in the private and public sector.
